A modern windshield is bonded structure. In a rollover it carries a meaningful share of the roof load, and when the passenger airbag fires it inflates against the glass rather than into open air. That is why the bead of urethane around the edge matters as much as the pane itself, and why a windshield set in a hurry is a safety problem you cannot see from the driver's seat.

Arizona adds its own pressure. Under ARS 28-957.01, damage sitting in your line of sight is a citable violation, and ARS 28-959 requires that any replacement glass meet federal safety glazing standards.
